Oklahoma State Representative Justin Humphrey Presses for Grand Jury Investigation of Two Doctors

The following text is from a probable cause statement by Justin Humprey, R-19, of the Oklahoma House of Representatives.
Probable Cause
I, Justin JJ Humphrey, a state certified law enforcement officer and Oklahoma State Representative in full knowledge that false statements are punishable by law, state the facts contained in these statements are true to the best of my knowledge.
I have probable cause to believe the crime of false imprisonment/ kidnapping O.S. Title 22 sec. 126, battery O.S Title 21 sec 642 and offering a forged instrument for record O.S. Title 21 sec 463 occurred at the Hillcrest South Tulsa Hospital under the direction of Doctor Brian Worley. On October 20, 2021 at 12:20 p.m. Paul Batts died resulting from Paul Batts being chemically restrained, records falsified, and being forcibly placed on a ventilator wrongfully without consent. Paul's medical records reveal that he was rendered incapacitated through the use of medical sedatives. Once sedated his will and his ability to deny consent was nonexistent and medical personnel did not have consent but Paul was placed on a vent against his will. Records will reveal that Paul was sedated at the time doctors falsely claimed to obtain consent. He was sedated therefore he was unable to provide consent.
False imprisonment/kidnapping and battery, Paul Batts was chemically restrained. Medical records reveal that Paul Batts was rendered incapacitated by the use of sedatives. Paul was placed on a ventilator despite numerous refusals to provide consent by Paul and his wife Leslie. Medical records will prove that Paul was incapacitated and was unable to consent due to medical sedation. Leslie was contacted by Doctor Brian Worley to obtain consent. Leslie refused consent because she had received text from Paul that he was tired of being harassed and was getting angry because the hospital staff were trying to force consent. Dr. Worley continued ventilation despite refusal for consent.
On October 16,2021 Dr. Worley ordered excessive sedation resulting in 0 brain activity.
As a result of medical treatment Paul Batts died October 20,2021 at 12:20 p.m. Paul was sedated and placed on a ventilator despite refusing ventilation treatment the doctor forced Paul Batts against his will and medical sedation which equals to the crime of kidnapping and battery.
Leslie and I have previously provided documents to verify our probable cause with complaint #CC-2024-111. However, if you desire we can resubmit documents. The hospital and staff ignored standard medical practice and illegally ventilated Paul Batts resulting in his death.

Raymond Hokett died resulting from Raymond Hokett being chemically restrained, records falsified, and physically placed on a ventilator. Raymond’s medical records reveal that he was rendered incapacitated through the use of medical sedatives. Once sedated his will and his ability to deny consent was nonexistent and medical personnel did not have consent but Raymond was placed on a vent against his will.
On August 28,2021 Raymond Hockett was admitted to St. Anthony in Oklahoma City. Raymond was in fair condition with no breathing issues. Raymond was experiencing extreme vomiting and diarrhea. Records also indicated Raymond was in need of blood. Despite not having breathing issues, Raymond was given doses of remdesivir. However, doctors failed to address the actual blood condition (thrombocytopenia).
Raymond was given both Colace and Miralax, which are laxatives that should be given for diarrhea. Raymond was sedated and placed on a ventilator by MUHAMMAD KALEEM ISHAQ, MD, but there was no consent by Raymond or Peggy (wife of Raymond). Additionally, no informed consent for these medical treatments or for the use of chemical restraint is on file.
Raymond died on September 21,2021. Pictures of Raymond’s severe bed sores and shows severe neglect Raymond did not have the basic care. Additionally, there is evidence that he had a hole in his stomach.
Peggy and I have previously provided documents to verify our probable cause with complaint #CC-2024-112. However, if you desire we can resubmit documents. The hospital and staff ignored standard medical practice and illegally ventilated Raymond Hokett resulting in his death.

Biography
Justin Humphrey, R-Lane, was elected in 2017 to serve in the Oklahoma House of Representatives for District 19, which includes, Atoka, Bryan, Choctaw, and Pushmataha counties.
A lifelong southeastern native and Atoka High School graduate, he earned a bachelor’s degree in criminal justice with a minor in business administration from East Central University. Humphrey has a background in law enforcement, business administration and ranching.
Humphrey currently serves as the chair of the House Criminal Justice and Corrections Committee and serves on the Agricultural and Rural Development and Public Safety Committees as well as on the Appropriations and Budget Subcommittee for Public Safety. He also is a member of State and Federal Redistricting Committees and Subcommittees.
Prior to running for the House of Representatives, Humphrey in 2010 was the Owner/Operator of Last Chance Supervision Services, a private company that contracted drug court supervision and private probation and offered drug testing for the courts and private companies. In addition, Humphrey was the administrator of Atoka/Coal County drug court from 2010 to 2016.
He worked for the Oklahoma Department of Corrections for 20 years before retiring. Special duties included serving as a DARE officer and as a probation officer on a Cert (special response) Team. He also has served as vice president of his local chapter of the Fraternal Order of Police. He attended Arizona High Intensity Special Training, the Correctional Officer Academy at Eastern University, the Probation and Parole Academy at Oklahoma State University, and the CLEET Law Enforcement Academy at the Stillwater Technology Center.
Humphrey also operates a cattle ranch in southeastern Oklahoma.
Humphrey and his wife, Carla, have been married for 30 years. The Humphreys have three sons, Coben, Cort, and Cade. The Humphreys attend Church of the Rock in Lane where Chairman Humphrey serves as a worship leader.

Our prayer is that the petition, the evidence, a doctors statement that it was premeditated murder, and now a probable cause affidavit will be sufficient to compel the Attorney General to convene a Grand Jury to investigate what occurred in hospitals during the last 4+ years and how it was allowed.
